...hmmm I wonder if what's under consideration is providing private insurance to veterans so that they can seek treatment wherever they want.

The "it" in "it's under consideration" - the entirety of the source of the article, it seems, is undefined. Why not reveal the question as well? That which "it" refers to would be there. I suppose it might be much less offensive to us all if they did.
