The bipartisan commission will be tasked with exploring a number of topics, including "whether a workable, fair and reasonable mandatory service requirement for all able young people could be developed and how such a requirement could be implemented in a manner that would strengthen the social fabric of the nation."
For example, a participant in the National Civilian Community Corps, which is a 10-month residential commitment, now receives $4,000 in living expenses and a $4,475 in money toward school. That conceivably would increase under the new legislation.
"We cannot continue to rely on our military in order to achieve the national security objectives we've set. We've got to have a civilian national security force that is just as powerful, just as strong, just as well funded," Obama, who worked as a community organizer in Chicago early in his career, said during a Colorado Springs rally.
Many of the provisions in the GIVE Act can be found in Obama's 2010 fiscal year budget blueprint issued in February. The administration proposes $1.3 billion for the Corporation for National and Community Service, which administers AmeriCorps. CNCS received an estimated $260 million in fiscal 2009.

-Learn and Serve America ($97 million),
- Retire and Senior Volunteer Program ($70 million),
-Senior Companion Program ($55 million), and
- National Civilian Community Corps ($35 million).
# CBO estimates that implementing those 6 programs from above would cost $1.9 billion ,2010- 2014
# INTERGOVERNMENTAL AND PRIVATE-SECTOR IMPACT
H.R. 1388 contains NO intergovernmental or private-sector mandates as defined in UMRA.
# CBO estimates state, local, and tribal governments could receive grants more than $4 billion over the next five years. -

a full-time, team-based residential program for men and women age 18–24. Members live on one of five campuses, located in Denver, Colorado; Sacramento, California; Perry Point, Maryland; Vicksburg, MS; and Vinton, Iowa.
The mission of AmeriCorps NCCC is to strengthen communities and develop leaders through direct, team-based national and community service.
In partnership with nonprofit organizations, state and local agencies, and faith-based and other community organizations, members complete service projects throughout the region they are assigned.
How AmeriCorps NCCC Works
AmeriCorps NCCC requires an intensive, 10-month commitment. Members serve in teams of ten to twelve and are assigned to projects throughout the region served by their campus. They are trained in CPR, first aid, public safety, and other skills before beginning their first service project.
AmeriCorps NCCC members serve communities in every state, but live and train at five regional campuses.
Sponsoring organizations request the assistance of AmeriCorps NCCC teams by submitting a project application to the regional campus that covers that organization’s state.
The campuses provide assistance in completing the application, developing a work plan, and preparing the project sponsor for the arrival of the AmeriCorps NCCC team.
The NCCC Summer of Service, like the year-round AmeriCorps NCCC experience, combines the best practices of structured team-based activities with service-learning programming.
In 2008, both residential and non-residential programs are being offered.
This residential NCCC Summer of Service program is available to 300 youth ages 14 to 17 living in or around Denver, New Orleans, and Sacramento. In addition, AmeriCorps NCCC members will engage 1,000 children and youth in a non-residential community service experience through participation in various service projects in Los Angeles; Memphis; Camden, N.J.; Baltimore; Washington, D.C.; and Houston.
In both models, program participants will serve alongside and under the supervision of year-round AmeriCorps NCCC members, who are 18 to 24 years old. -

Volunteerism is volunteer, by choice. A service "requirement" is the draft.....or worse. -

Again, there is nothing in this bill that mandates service. Further, all of these volunteer programs have some form of compensation, usually a living stipend, health coverage, and some form of award after completion of service.

The GIVE Act was originally passed by the GHW Bush administration back in 1990, so this is nothing really new.

They will saturated in Obama's cult, from every angel. From Pre-school through college.
Evey organization that receives ANY Gov. assistance, even Free and reduced lunches will be REQUIRED to participate.
It TARGETS troubled youth. Read it! Call, Fax, write your senators and beg them to VOTE NO.
Disadvantaged youth are much easier to manipulate and control if you give them a sense of belonging to a group or contributing to a cause.
No matter what that cause may be.
Street gangs are aware of this.
Military recruiters are aware of this.
Any organization whose strength relies on the size of it's membership is aware of this. Disadvantaged youth need a sense of family, whether it may be something as noble as the Boys Club or something sinister like the Manson family.
