Founder Yukihiro Matsumoto “wanted a language that was more powerful than Perl, and more object-oriented than Python,” so he developed Ruby.

The race is definitely far from over. I just read online that there was a lot of discussion during South by Southwest Interactive about the benefits that RoR and Python each offer. Python might be gaining momentum but, even with Google's support, who knows how long it will last.
