    Licences should be issued only to those who possess a minimum qualification and pass a taxing examination on road rules and road safety.

    In my state we have to do both.

      Mine too. But I think that most of the rules not observed are known to the people. Speeding and under the influence probably take up to 90% of all serious accidents.

        A more exhausted test of road rules will not solve the problem. The vast majority of accidents are caused by drivers ignoring the rules.

          This may seem unrelated but it's not. Natasha Richardson's skiing death was preventable with a $20 bill. What do I mean, a Helmet! Now even I have to admit that I don't wear my helmet all the time when I ride my bicycle. I'm selective because I have 40 year's experience. That's my choice. But a bunny slope beginner or a newby skate boarder, etc. should always be be required to have a helmet. Any time there is bike day event to hand out bicyles to local kids they always get a helmet, not just instructions. All the news reports are blaming the emergency services now (should have had a helicopter, etc.) when in fact it could have all been avoided.
