I will not go into an argument to prove that Congress has not the power to appropriate this money as an act of charity. Every member on this floor knows it.
We have the right as individuals, to give away as much of our own money as we please in charity; but as members of Congress we have no right to appropriate a dollar of the public money. Some eloquent appeals have been made to us upon the ground that it is a debt due the deceased. Mr. Speaker, the deceased lived long after the close of the war; he was in office to the day of his death, and I ever heard that the government was in arrears to him.

Where are the likes of Colonel Crockett when we need them? Thanks for posting this, as perhaps it will give some of our left-leaning friends an idea of where True Conservatives are coming from (if they'll read it).
Private Charity --- may it forever flow to the TRULY needy, voluntarily from We the People.
Government "Charity" --- may this other name for unconstitutional, "COERCIVE THEFT" cease forever!-

I love our rich American history, and Davy has always been a favorite. Growing up one of my favorite elderly neighbors was one of his direct descendants, she baked great cookies and told great stories. This speech has always been one of my favorite speeches of his.
Back in the early part of this decade I was looking for this speech online, and found it where it still seems to be, on Congressman Paul's web page.
The message is just as important today as it was then. Even Davy started to get drawn into the improper stewardship of public funds until Horacio woke him up and pulled his reins, hence this wonderful speech.
Americans help their neighbors, it is our heritage, privilege and ingrained, it is what we are and what we do. We do not go to the other neighbor at the other end of the block and threaten garnishment, levy, lien of their property to pay the neighbor in trouble.
We do what we can personally and voluntarily, when we can because it is the right thing to do. It is the American thing to do, it is the way we were raised, for centuries.
We do not collectively decide Kennedy needs a new limo, Rockefeller needs a new airplane, or Kerry needs a new race horse in the name of "do it for the children" either.
If our neighbor or the children need our help, we do it ourselves, we help them, it is not the government responsibility. Our government WAS created; however, for, number one, our national defense, and government affairs. Each of our States are sovereign, too, and should have the right to decide what should be local laws for themselves.
