use for torture also not a big problem, plenty of ways to torture already, although having it in cops hands might give them ideas...
the larger problem is it allows govt to silence protest without injuring anyone. people are saying that is good. it is not good. people need to be able to lay down their lives for their cause. this denies them that opportunity. what would ghandi have accomplished if all his followers had been heat-rayed home? ghandi used violence. he used govts inclination to violence to acheive change.

yeah but here's the problem: how are people going to sacrifice their lives for a cause? (which is sometimes is what the world really needs) if the government can disperse protestors without killing or injuring them, there will be even less coverage of crictics of the system than there is now. better that we the people had the option to face bullets be they lead or rubber or stay home. now what can we do? go to a protest and get spanked and that's it. no martyrs, no news. we should have the right to gather en masse and force the government to acknowledge us or kill us, as the followers of ghandi did. i would rather have people against government have the option of turning the govts tendency to violence against it as ghandi did.

use of this as a torture device is not the big problem. powers already have plenty of ways to torture people that dont leave marks.

the larger problem is some powers want to prohibit, shut down, and hide from the media all protest. if conditions worsen, protestors and powers will get more serious on both sides, serious enough that the protestors will be willing to risk injury or death to show the world they care. but not if they are getting heat rayed. they can all get spanked and sent home with minimal news coverage.
GHANDI WAS A VERY VIOLENT MAN ! the people need the ability to use the govts violence against them to change the world, the way ghandi did.
an example of govt hiding protest: the republi-con in nyc for bush ii round II, the city didnt want to arrest all the protestors cos no room in jail, but the repubs rented a pier to use as an impromptu jail and bloombergs cops arrested everyone, including people in sidewalk cafes taking pics of the demos and arrests and they separated all the media items in peoples personal affects, which is of course not normal. why? of course to capure any images they didnt want ciruclated. success. the story barely ran for lack of footage and everyone with a loud voice being locked up for three days(!) but they arrested several 1,000 peaceful protestors early and convention reporting hardly mentioned it. -

Well, that's fine. If the people become too terrorized by these devices to protest openly and peacefully, the pressure will build and they will eventually organize underground and use guerilla tactics to off cops and military.

I think that would be a bad day for all concerned. The government would be smarter to allow people to let off steam and perpetuate the illusion that they live in a democracy. -

Non-Lethal Weapons are becoming more and more an essential option for facing new situations in the battlefield. Non-Lethal Weapons equipment supposed to minimize or at least reduce the severity of injury in comparison to other options.
