the weapon is cool but the concept is little vague. i think if it gets into wrong hands it can be modified and used by assassins therefore its a large threat to man kind.

  assasins have plenty of better ways to kill people than screwing around modifying a heat ray.
  use for torture also not a big problem, plenty of ways to torture already, although having it in cops hands might give them ideas...
  
  the larger problem is it allows govt to silence protest without injuring anyone. people are saying that is good. it is not good. people need to be able to lay down their lives for their cause. this denies them that opportunity. what would ghandi have accomplished if all his followers had been heat-rayed home? ghandi used violence. he used govts inclination to violence to acheive change.
