In fact, the reporting on Russia seems more dramatic lately, and it is unclear whether this is a result of heightened threat perception in the US and Europe or increased aggressive posturing from Moscow.
Medvedev makes public claims about wishing to restore and heighten Russian-American relations, while noting that NATO expansion puts a little wedge in such wishes. He explicitly named NATO expansion as a reason for Russia’s nuclear rearmament plans.

I believe our present sour relations with the Russians can be traced directly back to Clinton's "wag-the-dog" interference when Serbian President Slobodan Milosevic was attempting to do what our President Lincoln did: Keep his country UNITED. Russia has historically looked after Serbia's interests, because they were often one and the same. Clinton's SELFSERVING MISUSE of NATO (a DEFENSIVE organization) in using it as an OFFENSIVE force against the Serbian People and government, totally undermined our credibility with the Russians. We had been assuring them all throughout the Cold War years that NATO would NEVER attack unless attacked FIRST. I didn't catch the CNN report when the Serbian Military attacked our NATO Forces, did you?
As to the atrocities, YES they were horrendous, but they were committed by BOTH SIDES of this centuries-old, Muslim-Slavic conflict. Clinton & Co. used these an excuse to commit NATO to an unjustified offensive mission; anything to take the Nation's (and the World's) attention off of his "It's according to what "is" is." testimony regarding his doings with Monica Lewinski. Because of this self-centered FOOL, our relations with the Russians (never that good to begin with) went all to heck. That's just PART of your great legacy, Slick Willy. Thanks a lot.
I point this out because it is the MAIN CAUSE of our problems with the Russians, and it wasn't even mentioned by the author of the posted piece. After all, we (in the person of one William Jefferson Clinton), did break our purported pledge regarding NATO, and this gave the Russians very good reasons to mistrust us. Thanks, again, Slick. GREAT legacy!
