Finally, there is a plan for toxic debt. And it is saying that some big banks are trying to scoop up these "toxic" agressively, namely Citi and Bank of Americas.

Is this plan good enough to help the credit market?
Is this plan so good that even Citi and BofA are trying to buy the "toxic" agressively?
Is this plan really going to work?
