Actually, small organic farms have had to register for years already in order to be certified as organic. If this new registration can be incorporated with the old it may not be too intrusive. The food supply safety systems need to be redone. Too many outbreaks of food borne disease have been slipping through the cracks. With the USDA inspecting meat and the FDA inspecting produce, It's too easy to have problems especially when you have products with both meat and vegetables in them.
