Federal agents say about 90 percent of the 12,000 pistols and rifles the Mexican authorities recovered from drug dealers last year and asked to be traced came from dealers in the United States, most of them in Texas and Arizona.

    An ambiguity (especially one in the text of a law or contract) that makes it possible to evade a difficulty or obligation is a loophole (ref:wordnet.princeton.edu/perl/webwn)
    Remove money from the US...and you will not find this loophole. The dollar note...is like an endorsed check, yet, we do not sign the back and turn the note in. Look at that loophole. Otherwise...who would exchange the dollar in the wrong manner. The US government.
