I disagree. I Central Park New York City, the practice has been going on since Horse-and-buggy days. If the horses are treated right, that is the only concern. It is not a reason to ban them. It is the duty to put laws which make sure the horses are treated humanly and enforcing these laws.

That said, a lot of horses are mistreated in these situations. Not to mention that running on concrete for horses is awful no matter what you do.

Don't get me wrong. PETA's more annoying than helpful, but they do have some valid concerns.-

PETA's valid concerns are not unique by any stretch. Anyone with any animal values have the same concerns. PETA ... the same bunch that went around at the Australian Shepherd National Specialty a few years ago letting dogs out of their cages when you weren't looking. Most of the dogs just sat there and didn't venture off. The others just meandered a bit visting their next door neighbors.

I doubt that many if any of these horses are abused. If anything, many are probably pampered.

They wear shoes to prevent hoof injury and there are regulations for the treatment and working of horses. Here in CA, it's illegal to work horses if the temp is above a certain point. 90 degrees I think.
