As part of responsible waterproofing, it's best when downspouts are extended away from the house. This helps take the load off of the sump pump(s) trying to get rid of the water in the basement.  You should have  the downspouts extended to keep roof water away from the foundation. Keep the soil graded away from the house wherever possible, and keep the gutters clean. Keep window wells clear of leaves and debris. Direct all water away from the house.
