    People should take their responsibilities seriously when owning an animal. All animals need to be licensed and chipped for their own protection and owners 'dumping' their pets should be banned from keeping any animal.

    There is a simple remedy to all this, bring in a licensing system and make it expensive. If you can't afford the licence then you don't have a pet you can't afford. Right?

        Actually it's not surprising and there will be more. I still don't agree with it. That said, if one can not afford to keep a pet take it to a no kill shelter would be the first option. HOWEVER, I bet a lot of them have waiting lists. The next best thing would the Humane Society. You will have to pay a fee. Sad to say some can not afford the fee. The average age of cat waiting for adoption is 8 years old. Bet it's similar for dogs.
