So. Who holds the keys to Air Force 1? I guarantee it's not the president himself. Somewhere, you've got a government employee with very little power other than the scheduling and staffing of that plane. This is not something that would be done by a valuable member of the staff - a higher up - because it would be a waste of their time.

It would be QUITE possible, if this were Caldera's job, for him to check the schedule, decide that the plane wasn't being used that day, and authorize its use for a photo-op.
Why would Obama care about a photo-op that doesn't even involve him? He's got more important things to do. So if anyone dared to interrupt him to tell him about that kind of trivial minutia, he'd probably have the person fired.

FAA Memo: Feds Knew NYC Flyover Would Cause Panic
Threatened Federal Sanctions Against NYPD, Secret Service, FBI & Mayor's Office If Secret Ever Got Out
Federal officials knew that sending two fighter jets and a 747 from the presidential fleet to buzz ground zero and Lady Liberty might set off nightmarish fears of a 9/11 replay, but they still ordered the photo-op kept secret from the public.
In a memo obtained by CBS 2 HD, the Federal Aviation Administration's James Johnston said the agency was aware of "the possibility of public concern regarding DOD (Department of Defense) aircraft flying at low altitudes" in an around New York City. But they demanded total secrecy from the NYPD, the Secret Service, the FBI and even the mayor's office and threatened federal sanctions if the secret got out.
The NYPD was so upset about the demand for secrecy that Police Commissioner Ray Kelly vowed never to follow such a directive again and he accused the feds of inciting fears of a 9/11 replay.
"Did it show an insensitivity to the psychic wounds New York City has after 9/11? Absolutely. No questions about it. It was quite insensitive," Kelly said.

One question that some have asked is who was aboard the aircraft; perhaps this fiasco was staged for, say, a group of left-wing Hollywood contributors. Robert Gibbs said today, however, that only Air Force personnel were aboard. You can take that for what it's worth.
So at this point it us unclear whether there is a story, other than the basic stupidity of the operation, or not. But let's assume there isn't. Assume, as I originally thought, that this fiasco illustrates the kind of arrogant and clueless decision-making that a government bureaucracy inevitably produces (not, of course, all the time) -

Most people in my state were horrified this was allowed to happen. We can sympathize how it would feel like living your worst nightmare over again. Cruel was the word used most often to describe the situation.

I don't know....it just seems with all the talk of the economy crashing, another depression coming, this flyover, the flu scare that our government is intent on keeping the American public in a constant state of anxiety by milking each crisis to the fullest. And then Obama scoots out to Montanna for a town-hall.(Another easy .5 mil)He was probably on board for the NY fly over. And not a question about any of this crap at the B.S. Press Conference. Where Obama tries to blow smoke up everybodies butt with his hand picked loser press yuppies. Enchanting moments? I get more nausiated every time I see one of his scripted puppet shows. I'd like to know who is really making the calls. Can't be Obama. He's more phony by the day. Irresponsible stupidity at it's best.

Now, there's been some stuff that makes no sense about the whole thing. Why would they specifically tell NY not to tell press or public about the flyover? This seems like it would only be for security reasons.

Where were the cameras to take the pictures? What kind of photo are they looking for? Just Air Force One buzzing landmarks?
I could see photo ops where the President is pictured, inside Air Force One, in front of a landmark. This would make sense. With him on board, you have your security reason for not informing press or public.
However, his fury at the discovery could have been genuine even if he were aboard at the time. He would be furious with the idiots who planned the photo shoot and told him all the details were taken care of. And furious that his time was wasted for a photo shoot that was not his idea and is now a waste because it would be negative publicity to even admit he was on board. People like PC25 would never let him live it down. -
