Kiyoshi Fukuda, a dentist from Santa Rosa, California, is a registered sex offender. He admitted to having sex with a child under 16 and even though he disclosed his status to the state licensing board his record remained "clean" on the bureau's website. Even Fukuda was surprised by that one.

    you're going to find them everywhere, in all businesses, even working at schools. we're not going to get "them" away from kids unless employers get tougher on background checks and we have some system for checking someone's background properly.

        I have to wonder if it's about the money. Thirty eight years ago I was finger printed at the local police station & my prints sent to the FBI for a records check, (prior to working in the mental health field). I just assumed CA still did that as a matter of course. Can't think of any reason they'd not be following through with those finger printings, other than cost.
