SEOUL, South Korea – North Korea claimed it carried out a powerful underground nuclear test Monday — much larger than one conducted in 2006 — in a major provocation in the escalating international standoff over its rogue nuclear and missile programs.

    Having the bomb is one thing. Having the ability to deliver it is another. The countries that probably should most be concerned are South Korea and Japan.

    Besides those that officially have nuclear capability, there may be about 20 countries that can get there quickly if so motivated. Of course hindsight has 20/20 vision. But one wonders how we ever thought that nuclear technology could be kept to ourselves.
