Lets see that could be explained a couple ways.

Lack of new applicants could be because you can only go at the rate of shedding jobs we have for so long before you start running out of people to put out of work.The number of people currently receiving unemployment could reduce because you only get those benefits for a designated length of time and then they drop you.
Haven't seen much sign of the other explanation, that things are actually getting better. -
