Can't speak for the timing or pricing. But production units of that type normally schedule about a month per year for a maintenance turnaround. The minute you get done with that turnaround, you're planning the one for the next year. You miss them at your peril.

Once again, witness a massive transfer of wealth into the pockets of few.

They must be loading up on cash before we get enough of it, and switch over our transportation to emerging alternate forms of energy.
They have controls on how much a stock can rise and or fall in a given time period. The very same constraints should be put of the cost of fuel, from a purely homeland security point of view. The economy could come crashing down to a shreeching halt because of this, and for certain it will delay recovery. If that isn't a true homeland security issue, I don't know what is. -

The American People are being Squeezed by the Oil Barons.
It's deliberate manipulation for personal gain at the expense of the entire Country.
Anyone who says different is telling a Lie.
Personally, I think the needs of America outweigh the needs of a Wall Street Oil Jockey. -
