    I've heard this in California too. The explanation is that CA offered a program of "Supplemental Security" benefits that was paid to SSI recipients in addition to their federal benefits but included in the same monthly check. http://www.ssa.gov/pubs/11125.html

    Due to the recent budget crisis CA has had to slash this program leading many recipients to complain that the "Social Security Benefits" had been cut.

    Perhaps there was a similar program in the state where this nut-job lived.

      I don't know what sort of benefits von Brunn is receiving, but he lives in Maryland.

        Ah, I read in another story which explained it better that he was paranoid about his SS being cut, not that it was.
