I doubt that Putin is very concerned for workers' rights. He is concerned for his and nation's image though. So if the story wasn't getting airtime in foreign press I'm not sure he'd do anything about it.

In either case, I find it quite unlikely that there there are self-made men, or "new Russians" as oligarchs have often been called after collapse of Soviet Union, left who openly oppose Putin. I imagine that right now if you want to continue being an oligarch in Russia then you try not to give much lip to Putin at least in public, especially if you are a kept man like Oleg Deripaska.
Then again maybe it was just a coincidence that Putin appointed him to represent Russia in the Asia-Pacific Economic Cooperation Business Advisory Council in 2004, but I think the video showed who calls the shots in Russia whether in public sphere or on "private" factories.
