I know that the plant was built during Soviet era and that it belonged to the government. I am on the other hand unaware of the conditions in privatization agreement or contract you are referencing. So can you tell me where your information about the "privatization conditions" is coming from? I can read Russian so a link would be helpful.

As far as I know the factories in Pikalyovo were privatized 16 years ago under the same garage sale "everything must go" mantra as other enterprises. There have been a number of plant closures in Russia since the Yeltsin years, none of them facing a threat of nationalization, at least to best of my knowledge.-

being able to read russian you could probably find more information on this matter, but just on a cursory google glance it seems that, with regards to the incident in the video, deripaska was required by this signing to pay all outstanding unpaid wages... not an unreasonable request, even for an ex-kgb "socialist" with increasingly dictatorial powers.
the idea of nationalization of the plant was "floated" -- this being the the choice word of the bbc as well as a few other limited sources that all seem to feed off each others reports. so it's nothing more than a threat, idle or loaded remains to be seen.
the plot thickens when it's revealed that deripaska was not only at the center of a scandal called "yachtgate," the details of which i haven't pursued, but was also bailed out with a government loan from putin to the tune of 2.5 billion dollars.

what is more, most reports call deripaska putin's most "loyal" oligarch, suggesting these two are tight. it would make sense for a russian oligarch to have his lips firmly planted on putins' buttocks.
i assume, based on this scant information which you could probably elaborate further on in greater detail, that this dressing down is not only a matter of public theater but also, and more interestingly, one of personal disappointment.

thanks for the article. I can't say I'm surprised that Putin and Deripaska are tight. You don't get to be one of the richest men in Russia without Putin's support.
What I did find surprising is earthlinger's claims that the factories were privatized under conditions under which Russian government would be able to nationalize it once again. First of all, Russian justice system especially at the time it was privatized was and from what I know still is not extensive enough to handle enforcement of such contracts. Second, historically nationalization under Putin and throughout Russian history has been accomplished by government decree, not through the court system.
