Chris Peck, the state’s Integrated Waste Management Board spokesman, said he wasn’t aware of an ordinance as tough as San Francisco’s. Many cities, including Pittsburgh and San Diego, require residents to recycle yard waste but not food scraps. Seattle requires households to put scraps in the compost bin or have a composting system, but those who don’t comply aren’t fined.

“The city has been progressive, and they’ve been leaders and it appears that they’re stepping out of the pack again,” he said.
San Francisco officials said they aren’t looking to punish violators harshly.
Waste collectors will not pick through anyone’s garbage, said Robert Reed, a spokesman for Sunset Scavenger Co., which handles the city’s recyclables. If the wrong kind of materials are noticed while a bin is being emptied, workers will leave what Reed called “a love note,” to let customers know they are not with the program.
“We’re not going to lock you up in jail if you don’t compost,” said Nathan Ballard, a spokesman for Mayor Gavin Newsom who proposed the measure that passed Tuesday. “We’re going to make it as easy as possible for San Franciscans to learn how to compost.”
A moratorium on imposing fines will end in 2010, after which repeat offenders like individuals and small businesses generating less than a cubic yard of refuse a week face fines of up to $100.
Businesses that don’t provide the proper containers face a $500 fine.

Don't forget - SF was the first city to bag plastic bags
And why did they do that?
"People are used to getting free bags and thinking there is no real consequence to them, but there is a cost," said Jack Macy, commercial recycling coordinator for the city's Department of the Environment, which is implementing the new policy.
The 180 million plastic bags city officials estimate are handed out in the city each year end up as litter on city streets, clog storm drains, harm wildlife
The environmentally friendly crowd in SF was too lazy to recycle the bags
They'll simply start putting food scraps down the garbage disposal and clog up the sewage plants

So, can the citizens of San Francisco and Seattle NEVER throw any kind of edible in the garbage? Must they eat that nasty bowl of mystery mold in the back of the fridge rather than dumping it?

Now that everyone in San Francisco is going to try to hide their leftovers from the narcs like they were some criminal flushing cocaine down the toilet. I think now would be a good time to invest in garbage disposal and plunger manufacturing stocks. undoubtedly, purchase of these items will skyrocket once the massive city-wide food clogging begins.

CA trash companies provide a can for garden waste. In these cans, food scraps are combined with leaves, grass, etc. They're picked up, dumped in huge piles, and they decompose to make valuable MULCH for farming as well as single family homes. Some municipalities give mulch free to citizens. The mulch is rich in nutrients that feed food crops, flowers, grass, or anything that is planted. It also creates an industry, as is shown in the link. Lastly, it keeps tons of plastic bags filled with food waste out of our land fills. We're running out of room, and it is just plain stupid to continue to act so irresponsibly, when the alternative is a winning situation for everyone. -

Really, our landfills are choking with garbage, and we need to sever our dependence on petrochemical fertilizers. This is a twofer, so if you are not already composting, maybe you should just STFU and do it! -

Have you thought about how all these little micro fermenting "Waste piles" throughout the city are going to smell? Or have you taken into consideration how the odor from residential composting bins in the Sunset District, will condense and blow into the Downtown and Financial Districts every afternoon with the rolling fog, which no doubt will by then be a brownish-grey? How about the stress on the Municipal Sewage System from those that will use their sink garbage disposals in order to stay in compliance by not throwing their uneaten food into their home garbage cans? And of course, the increase of rats, cockroaches, flys, pigeons and seagulls. Is this more about making it more difficult for the growing population of homeless to find something to eat? Therefore driving them out of your fine city and into other cities to decrease San Francisco's expenditures on homeless programs? I can't imagine how some of the tenant hotels in the tenderloin -Which already have a lingering odor- are going to smell under this law. Well good luck with this! No, really.. GOOD LUCK!!! -

what we call "food," is actually pretty bizarre. Many of us consume some of the most yuckiest edibles.

So we complain that drugs are seeping into our water supply. Yet, here we are advocating toxic hormones, chemicals, carcinogens, dead flesh, parasites and other crap seeping into our fertilizers.
at least at a landfill, no farmer is trying to grow his food there. he knows better. a good farmer knows that fruit/veggies/beans/grains are the best composts. not beer/milk/cheese/hotdogs/cake/ margarine/ and oils!!
look, people. i understand you are trying to do good for our environment, but you aren't looking out for externalities.
furthermore, you can't have trashmen ratting on you. it's just creates a fear-based system. your intentions are in the right place, but that is NOT the way to create an incentive for a greener world.
