The Constitution as “Default Deny” »

Default Deny is a term used in computer networking to describe a set of firewall rules that deny all network communication from anywhere and to anywhere unless it’s specifically allowed by an administrator.

I certainly agree that is the effect of the current state of the Tenth Amendment. But I don't believe that was the intent when enacted.
But that shouldn't be a surprise, The Constitution as a whole has suffered a similar fate.
