    Can you imagine how many spam-like submissions here may end up with bad people being punished somehow?

      Sounds as effective as the government's war on drugs. Lumping all blogs into a bad barrel and painting them all with the same brush. Regulations are good if it creates transparency but are bad if they extend control over content and distribution.
