Discriminating against white males is just as bad as discriminating against anybody else. When employers realize that minorities can't be promoted on the basis of a particular test, they should review whether the test is really job related and fair, and if the answer is yes, then those who scored highest should be promoted. If the answer is no, then they should set up fair selection criteria and re-run the competition.

If minorities can't pass fair tests then there are many ways they can be helped without promoting them when they don't deserve it. They can be provided with study materials or the kinds of experiences that would help them learn in practice what they don't already know, so in the future they would be more competitive.
I'm convinced that promoting minorities without expecting them to measure up to the same standards as others just hurts minorities. I think being promoted on the basis of gender, skin color, nationality, religion or other extraneous characteristics is demeaning to the person being promoted.
