    Nice of you to end with a lie.
    
    I believe you're accurate when you assert that not all insurance companies intentionally refuse treatment simply to save money. But I'm fairly sure that some do.
    
    Whether the policy is a legally binding contract or not, someone has to be aware of a breach before the insurance company will get into trouble for it.
    
    What's the process when an insurance company denies your claim? Do you have a straightforward appeals process with the company itself? Is it common knowledge who you can go to if you think the insurance company has treated you unfairly? How much time and trouble (and money?) are required to get a claim reviewed by the state insurance commissioner? Is the state insurance commissioner more influenced by you or the insurance companies themselves?

    No, it's not the worst. As far as I know, it's 39th or so. There are a lot more than 39 countries in the world. I'm sure it's ahead of Zimbabwe, for example.

    My wife was employed by a factory for 25 years. When she retired, she was allowed to keep her insurance if she paid $200.00 a month for it. Today she received a notice that the prescription drug coverage will be cut from her benefits that she has already been given. Nothing said about lowering the premium to compensate for the loss in prescription coverage.
    Now, tell me to sue them, then tell me who will pay for the attorney fees?
    Now ask yourself, who has more money to hire more w hores? (lawyers) Me or the insurance company?

  Based on the article, I was sortof wondering the same thing. Why not just pay the $7? It really can't be a stand on principle, because there's no mention that he doesn't owe the money. So why doesn't he pay?
  
  On the other hand, it's freakin' $7, people. Do the tests and make him pay for it later - send him to collections if you have to over the $7. Kinda like when I have an overdue fine of (what would the equivalent be, 25 cents?) at Blockbuster, and though it's against official policy, they let me rent another movie anyway, and ask me to make sure I bring enough to pay the fine next time.
