    How can they tell if it's the driver blowing; couldn't he just pay a sober person 5 bucks to blow so he could start his car?

      Absolutely ridiculous. The convicted drunk driver shouldn't be allowed to get behind the wheel in the first place until such time as he/she can prove that they are no longer addicted to driving and drinking. It is really the judges that basically slap their hands and let 'em out on the street again. How many times have we heard on the news "convicted drunk driver kills a family of four in a head-on collision, said drunk driver has 5 previous convictions". And also a proven fact is that the drunk driver is the least likely to be killed or hurt in collison.
