payload is determined by the rocket's thrust.

locating the launch site closer to the equator, and launching with the earth's rotation gets a boost to that performance because you pick up some of the angular moment of the earth's rotation.
that's why you see all american rockets take off from Cape Canaveral and head towards equatorial Africa.
