Eliminating summer school to save money: Penny wise and pound foolish? Sad to take from those who need it the most? Adding to long term deficits of all sorts (financial, educational, cultural, safety, subsequent generations, ...)

All of the above. Cutting summer school to save money not only defers an expense but compounds it hugely, as these children fall further behind and need more remedial services. ... And some will face further escalating discouragement with school, increasing problems as the years go by, and need to be helped by ever-more costly social programs.
Spend the money at the earliest of years, with the children. My "trickle up" economics!!
What more to say! It's just sad to see.
