        The council ultimately but the boy probably gets his share of scowls even though it isn't his doing as he rides back and forth and is more visible.

        You probably have to be a Brit to understand fully how they keep class elitism going. Here the key phrase may be "grammar school". Presumably there are many other schools closer to his home.
