        It was Bush who never implemented Cyber security and who never put Cyber security plans and jobs in place, resulting in a large number of US government computers, US utility company computers, and US financial/banking institution computers being trojaned and infiltrated by China.

        Obama has instituted a solid plan along with someone to oversee Cyber warfare and defense plans.
