Cyber attacks that caused a wave of Web site outages in the U.S. and South Korea used 86 IP addresses in 16 countries, South Korea's spy agency told lawmakers Friday, amid suspicions North Korea was behind the effort.

    People who want to attack other computers have programs that prowl the web and find unprotected computers. They then attack them and turn them into bots. (a controlled computer like a "robot") They then have a "botnet" of many computers. millions of computers are controlled like this without the owners even knowing. One botnet was at about 1 million when the FBI shut it down. These people then can tell these computers to do their dirty work of attacking other computers, spreading spam, etc. This happens across borders and a person in N. Korea can then turn loose computers all over the world to attack specific targets.
