Bush Has Widened Authority of C.I.A. to Kill Terrorists

WASHINGTON, Dec. 14 — The Bush administration has prepared a list of terrorist leaders the Central Intelligence Agency is authorized to kill, if capture is impractical and civilian casualties can be minimized, senior military and intelligence officials said.

The previously undisclosed C.I.A. list includes key Qaeda leaders like Osama bin Laden and his chief deputy, Ayman al-Zawahiri, as well as other principal figures from Al Qaeda and affiliated terrorist groups, the officials said. The names of about two dozen terrorist leaders have recently been on the lethal-force list, officials said. "It’s the worst of the worst," an official said.

    Don’t the Democrats in Congress read the New York Times. This was on the front page.

    Of course we are not surprised that the New York Times had already leaked this supposedly highly secret program. (That was never implemented.)

    And, needless to say, we are not surprised that The Times would pretend to be shocked by the recent revelation of the same (non) program in recent days. They will do anything to forward the DNC’s agenda. After all, that is their job.

    But that Congressmen would pretend they don’t hang on every word from their flagship media outlet is impossible to believe.

    Of course. The top secret Al-Qaeda assassination program linked to Dick Cheney and leaked to The New York Times was originally approved by Congress.
    FOX News reported:

    Congress originally authorized the CIA to develop the secret counterterrorism program that is now drawing fierce criticism from House Democrats who say they were kept in the dark all along, a former senior intelligence official told FOX News on Monday.

    The program, which sources told FOX News was a plan to capture or kill Al Qaeda operatives, also never came close to being operational, the intelligence official said.

    "This was not a program. It never began," the former official said. "The authority was given by Congress to develop this idea. ... There was no need to brief it. It wasn't a reality."

    Democrats want an investigation into the program, particularly following reports that former Vice President Dick Cheney was the one who ordered it kept secret.

        Here what’s confusing me.

        Are the Dems NOW confessing that the Clinton Admin NEVER went after OBL?

        “Clinton, who leveled his charges in a contentious weekend interview with Chris Wallace of Fox News Channel, for his claims that the Bush administration "did not try" to kill Osama bin Laden in the eight months they controlled the White House before the Sept. 11 attacks”.

        Apparently according to Clinton, a program to kill OBL was already in the works.

        Was congress aware of this CIA program to kill OBL?

        Was the goal of the Clinton program to kill OBL significantly different they the NON-enacted Bush/Cheney program to kill OBL?

        It would seam, without knowing the details, the goal of both was to kill OBL.

        Is the Dems complaint that somehow 9/11 significantly changed the goal of killing OBL to Killing OBL?

        The ONLY thing I can think of to justify the Dems “outrage” at not being informed of a plan to kill OBL is if there NEVER was a plan to kill OBL during the Clinton admin.

          The Central Intelligence Agency withheld information about a secret counterterrorism program from Congress for eight years on direct orders from former Vice President Dick Cheney, the agency’s director, Leon E. Panetta, has told the Senate and House intelligence committees, two people with direct knowledge of the matter said Saturday.

          The report that Mr. Cheney was behind the decision to conceal the still-unidentified program from Congress deepened the mystery surrounding it, suggesting that the Bush administration had put a high priority on the program and its secrecy.

          Mr. Panetta, who ended the program when he first learned of its existence from subordinates on June 23, briefed the two intelligence committees about it in separate closed sessions the next day.

          The disclosure about Mr. Cheney’s role in the unidentified C.I.A. program comes a day after an inspector general’s report underscored the central role of the former vice president’s office in restricting to a small circle of officials knowledge of the National Security Agency’s program of eavesdropping without warrants, a degree of secrecy that the report concluded had hurt the effectiveness of the counterterrorism surveillance effort.

          In the tense months after Sept. 11, when Bush administration officials believed new Qaeda attacks could occur at any moment, intelligence officials brainstormed about radical countermeasures. It was in that atmosphere that the unidentified program was devised and deliberately concealed from Congress, officials said.

          Representative Peter Hoekstra of Michigan, the top Republican on the House intelligence committee, said last week that he believed Congress would have approved of the program only in the angry and panicky days after 9/11, on 9/12, he said, but not later, after fears and tempers had begun to cool.

          Sounds like the NYT actually did NOT know about Cheney's "secret counterterrorism program" at all.

          If all of the information from the CIA itself, from Panetta, and from members of Congress is all 'wrong' and Cheney did nothing 'wrong', then WHEN is your hero Dick Cheney going to stand up for himself and "debunk" all this????

          Nice grasp at a STRAW, but it just doesn't hold up. A 2002 article talking about a few "big" names in terrorism is NOT anywhere remotely akin to Cheney's secret program - and you know it but you just won't admit it.

              The Sept. 11 attacks occurred almost eight months after President Bush succeeded Mr. Clinton in January 2001.

              ''I authorized the C.I.A. to get groups together to try to kill him,'' Mr. Clinton said.

              “You can NOT pin that type of statement on Clinton”

                Uh bubba2, it was NO secret that we were trying to kill Bin Laden.

                Did you actually think all those Cruise Missiles we shot at Bin Ladens camps were intended to “arrest” Bin Laden?

                Debunk what, exactly?

                Do you want him to debunk Clintons claim that Clinton actually tried to kill Bin Laden?
                Do you want him to debunk Congress claim that yes they knew about Clintons order to “kill Bin Laden” but didn’t know that meant “kill bin laden”.

                The fact is, for whatever the reason, plans to kill Bin Laden that were drawn up after 9/11 never went into effect.
                That means they never happened.
                There is NO law requiring ANY admin to inform Congress on plans that NEVER happened.
