Gee, isn't this what I've been warning about for the last few years? Wind cannot provide dependable power. It's a poor back up when you take into account the huge costs and even larger carbon foot print. Wind farms require huge maintenance programs and are never carbon neutral. You're better off with a clean coal option or even a nuke plant.
