What has been the driving force behind the evolution of a seemingly simple backyard agreement—initially a French/German agreement on coal and steel—to a grand constitution/treaty that could endorse this monolith becoming a European federation of superpower status?

    this article is from a few weeks ago, but the issues it describes are far from settled.

    the only three voter referendums held have all rejected the treaty of lisbon.
