According to the U.S. Conference of Mayors, the demand for emergency shelter in 270 U.S. cities increased 13% in 2001 and 25% in 2005. 22 percent of those requesting emergency shelter were turned away. With budgets squeezed dry, cities across the U.S. adopted a closed-door attitude toward the displaced.-

Things have also continued to get worse since. Food banks report huge increases in the numbers of people requesting assistance and the frequency of their visits. Falling donations and higher fuel and food costs have meant that the available resources have either not increased to match the greater demand or actually fallen, creating a massive shortfall. Services are forced to impose limits on frequency of visits and are turning away more people than ever before.
