If the flood system must be completely re-engineered (and of course then rebuilt) then New Orleans should pay for it if they want to keep New Orleans as home. It was once probably pretty good farmland but not a good place to build a zoo. People who want New Orleans for home will have to bite the bullet and take their chances. No bailouts. We shouldn't have paid for it the first time.

The problem is that not only New Orleans but the other parts of the country that the hurricane devastated. Why do people always ignore the other parts of the country. That was part of the problem getting supplies to New Orleans. There was a 50 mile wide line of devastation going NNE into the country several hundred miles from just east of New Orleans. Our church sends volunteers there every summer to help rebuild.

It can never be the same because the homes in the ninth district were built for $2-3000 many years ago, rented for a few hundred a month before Katrina, now would require 5 or 6 digit costs to rebuild and no way to rent them at a profitable number. It's the end of an era ...
Find a better use for the property now.
