The study director apparently is somewhat naive. These researchers are just realizing that availability of information via clearinghouses doesn't address the issues that exacerbate diseases like diabetes.

There has been a predominant dogma since the information explosion that feeding people data from central clearinghouses will result in their effectively using that data.
There are all sorts of flaws in this thinking, including the fact that a variety of factors contribute to people's thoughts and actions. People are fed information and then mostly on their own to develop their own eating and exercise plan.
Humans are hunter/gatherers, and until we accept this fact, and find a way to make exercise and healthy eating something that naturally occurs and fits into the day instead of being something that takes time out of an already over-extended day and requires non-standard thought and action, we are going to run into roadblocks.
Shaming doesn't work, blaming doesn't work, and flooding people with a firehose of information doesn't work. -
