How can they do this when they don't have a complete list yet?

If you look at the fossil records there is always about 10% of life on the verge of extinction at any given time. Isn't that the whole premise of evolution? If nothing went extinct then there would be no need to evolve into something that can survive.-

I don't know where you get that the fossil record shows "there is always about 10% of life on the verge of extinction..." . Some extinction periods have reached into the 90 percentiles, there have been 5 great extinction periods that we know of, we are currently experiencing the sixth.

You are correct that extinction can lead to new creatures, like the dino extinction clearing the way for mammals, however this process is not quick enough to be any use to us if we happen to hit a tipping point and wipe out so many species that our existence is threatened.

There is always a percentage of endangered species as "State" said.However,we are the midst of a major extinction.Guess he won't agree with that,but a lot of people with a far deeper knowledge then him,or me for that matter,on such matters,are saying such things.
