Salt Lake City - Utah Supreme Court justices acknowledged Tuesday that they were struggling to wrap their minds around the concept that a 13-year-old girl could be both an offender and a victim for the same act - in this case, having consensual sex with her 12-year-old boyfriend.
Do we need police to opinion this one too?
Laws in the uS appear to be questionable.-

What is the problem? The law is there for a reason. Anyone under a certain age is considered to not have the ability to make certain decisions or get certain things. There are a lot of places where that is the case not just in the case of sex. Alcohol, making contracts, etc.
