    Jeff Sessions either has reading comprehension problems or is intentionally misrepresenting Franken's amendment.
    
    Here is the complete text of the Franken amendment:
    
    Sec. 8104. (a) None of the funds appropriated or otherwise made available by this Act may be used for any existing or new Federal contract if the contractor or a subcontractor at any tier requires that an employee or independent contractor, as a condition of employment, sign a contract that mandates that the employee or independent contractor performing work under the contract or subcontract resolve through arbitration any claim under title VII of the Civil Rights Act of 1964 or any tort related to or arising out of sexual assault or harassment, including assault and battery, intentional infliction of emotional distress, false imprisonment, or negligent hiring, supervision, or retention.
    
    (b) The prohibition in subsection (a) does not apply with respect to employment contracts that may not be enforced in a court of the United States.

    The amendment prohibits government funds to be given to contractors who mandate arbitration of sexual harrassment claims. Direction of appropriations is entirely within the purview of Congress. And the amendment does not assume guilt of sexual harrassment charges on the contractors' part (which might violate the due process clause--it only states that employees must be allowed to use the courts to resolve sexual harrassment conflicts.

    I've been searching for an employment contract for either Halliburton or KBR. I guess I don't know how to search very well.
    
    The best I could come up with was this 'wonderful' cover site to apply through.
    
    I'd love to see a copy of the signed contract even if it's just the 'rape' clause.

  Given his lack of comment here, I can only conclude that Chip supports allowing recipients of U.S. contracts to allow rape.
