Actually the "torture memos" from Yoo and group that authorized "enhanced interrogation techniques" included a number of techniques that had been employed (ie - lengthy sleep deprivation, death threats, sensory deprivation etc) and here-to-fore had been considered torture by most civilized nations. These "techniques" were used on many detainees. How is it that you know that waterboarding was used on only three people? If it was because Bush said so I would have to call that a very unreliable source. Even if that is true it was still torture and was authorized until too many people complained about it's use.
