Um... how are these people reading signs to operate their vehicle safely while they are driving if they can't speak English? Maybe that's why she performed a U-Turn where none was allowed! Aside from that, maybe not all, but a MAJORITY of people who can not speak English are probably here illegally! Screw the ticket - she should have an official visit from ICE.

Are we also to assume all native English speakers fully capable of reading English have never been cited for making an illegal U-turn? I think it might be a stretch to assume the inability to speak English is directly related to their ability to understand traffic signs.

I am as anti illegal as any one on propeller..but just because someone can't speak english that does not mean they are illegal.U-turns in unautorized locations,that is stupidity and plenty of our citizens practice that on a daily basis and they are legal.

Now, Slate, how would this jive with the fact that in Texas drivers' license tests may be taken in either English or Spanish? And as far as I know, it's always been that way here. Texas is a bilingual state, I'm proud to say.
