I don't agree that Steele is a response to the current President: he may see himself that way, but that's because he has a rather inflated ego. I think Steele is a pundit and a politician that went for the Chairman's job to increase his profile, and isn't bright enough to realize what the Chairman's job actually is - he needs to get out there and raise money and recruit good candidates.

Now I've been harsh on Steele, but I can say this safely: a lot of things ailing Republicans aren't his fault, and any GOP chairman right now would be in a mess of a situation. The position the GOP is in requires extraordinary leadership, and I don't know that anyone can fix that.
