Despite being touted as the most successful among the Obama programs to help trim the number of bank homes for sale and stabilize the housing market, loan modification is still a long way to helping many distressed homeowners. In the third quarter, foreclosure activity across the country rose by 23 percent from the same period last year.

    There are very few government programs that work as intended. Unintended consequences are the norm rather than the exception. Most government programs are "pie in the sky" wish lists looking for an Utopian solution.

    Any program proposed or sponsored by the government, and particularly by the current administration, should be viewed and approached with a great deal of skepticism.

      Perhaps its unfair to say it's a failure, some people are probably way too far over their head for this program to help them, it still doesn't make it a bad program.

          It doesn't work because it's cheaper and easier for a bank to kick people out, foreclose and then sell the house either breaking even or at a loss (and then writing it off in some convoluted way).
