Can't fire the teacher, there's that pesky thing called 'tenure' and the teacher's union. The student is screwed, because it's his word against the public school and teacher. The union has all the legal power and lawyers. Pulic school folks, and a dummy of a student. Obviously a product of the public school system.

What investigation is needed? The kid is dumb enough to believe he's gonna get an A for swallowing a fly, the teacher taught him a valuable life lesson in the process, and that's all there is to it.

It will be an absolute disgrace if the teacher is penalised for the kid's retardedness.
