So when does this failure to recognize a nutcase go up the ladder? And where does it stop? At the desk of CIC?

Because had this happened 15 months ago, there would surely be several voices accusing Bush of not doing everything he could have to prevent this tragedy from happening. I will wait to see if those same voices will have the same tone towards the new CIC.
