The number of created jobs doesn´t exclusively depend on money. If there aren´t enough orders, an enterprise can share the work under the employed persons, but it wouldn´t hire someone new. It is very seductive to pimp up the data a bit, especially, if there is a connection between the jobs created and the money to receive from the stimulus package. There should be made clear rules: The jobs mustn´t only exist on paper and they shouldn´t be underpayed.
