In the meantime, HIV-positive people must obtain a visa to visit the US. If they would be normally entitled to visit the US, then a visa will be granted. But it will be necessary to show that you have insurance, enough HIV treatment for your stay (if you're taking HIV treatment).
Until the final removal of the ban, you cannot enter the US if you have HIV by filling in one of the visa waiver forms given to people before landing.
However, many people with HIV travel to the US without applying for permission and with no serious consequences. But if you enter the USA without permission you are in breach of US immigration law and could be deported.
